This is a telegram from Bernard Kingham ("executive in charge of production" at ITC) to Stanley Bushel, the business manager of Martin Landau and Barbara Bain, to confirm their labour permits. Telegrams were a system used to quickly send written messages, usually via telegram companies such as Western Union. By the 1980s it was replaced by fax, by the 1990s by email.
Labour permits were introduced by the UK immigration act of 1971 (in effect from January 1973), with different levels by occupation, education and origin country, allowing foreign nationals to work for a limited time in Britain. They would be replaced by significantly more difficult visa rules in 1979. In addition to managing these permits, ITC had to negotiate with the film unions at Pinewood, who were not keen on American stars, directors or writers taking the jobs of British film professionals. ITC assured the unions that the show would have a large supporting cast to compensate.
