This is the "Guidelines (final version)" prepared by story consultant George Bellak and associate consultant Christopher Penfold. It is dated 3rd September 1973. At the time they were still based at Elstree Studios. It was reprinted in Starlog issues 38 and 39 (September/October 1980), and in the book To Everything That Might Have Been (2022) pages 64-76. The original is twenty pages long.
An earlier undated Guidelines document had names and different nationalities for the Professor (Sabatini, Italian) and pilot (Grayson, British), reflecting early casting decisions.
This document was never revised.
