Speculation:

The actress resembles Roberta Tovey, born 1953 and so 20 when this episode was shot. Daughter of an actor, she was a child actress best known as playing the granddaughter of Peter Cushing, in the films Dr Who and the Daleks (1965) and Daleks Invasion Earth 2150 AD (1966). In 1974 she appeared in recurring guest role in the third series of The Black Arrow. There is no paperwork to confirm this, just a general resemblance.
